vacuum line pressure, fuel delivery problem

OK,
Had a 2001 savage for a few months now, been seeing signs of cap/plug leak. Take care of that on vacation, but now I've got another problem at just under 4K miles.
I've got a hesitation in acceleration and constant crusing, feels like a fuel delivery problem. Switch the petcork to PRI, bike runs OK, but not in reserve. Runs fine otherwise and only intermittently hesitates. So following many searches here before I post, I can't find the info for how much vacuum pressure should be on the vac line to the petcock. Can't find it in the Cylmers either. PO had bike sitting for close to 6 months without storing it properly, but I have just started to see this issue in the last few weeks.

Right now I'm thinking the diaphram is getting hard, but I can hear it move when vacuum is applied.

any ideas?

FYI here is a simple list of troubleshooting to date
-New VAC line
-Check petcork diaphram, cylinder, and fuel input  and output passageways. No leaky diaphram.
-repaired broken puke tube
-have not checked anything carb related

Ihave an 05, 19,000 on it, so far, no sign of petcork hassles, but I am waiting. When someone points out "It runs fine in Prime, but not On or Reserve" & has addressed any vacuum issues, then I am left pointing at the petcork. I hope someone will come along & verify or point out why NOT.

i had that exact thing happen on my 86 this year. I replaced the vacuum line, ran the same. I put on a replacement petcock, runs great. I got a barely used one off of ebay for $20.

I'm hoping I get the same results. I have a replacement petcork from the marketplace on it's way. I'll definitely post results when I get it installed.
