You can lock two wrenches together to get a bit more leverage. You can tap the wrench lightly with a hammer.
I had the same problems when I first got the bike. Some duche bag tightened the piss otta the plug. Why? Who knows. 1/4 turn past tight does it. It's not like it's keeping the wheels on our something.
