What is the best method to sand down a bike? is regular ol' sandpaper and by hand o.k? What grit should I use?

Which part would you sand? Frame? Tank? Engine? Or everything? Depends on time/size/need. Consider sandblasting too, or chemicals (for stripping paint only).
