Is it possible to install the savage seat with the built in seat rest like Cool in the savage store picture on a 07 s-40? Cool

I assume you're talking about the sissy bar and sissy pad (the backrest)

Yes, but you'll need to replace the S40 fender rails with ones from a Savage.  Its a direct swap.

Where are you in Socal?

The seat rest (sissy bar & pad) is not "built in" , it's "bolt on" ........  

Requires different side rails.
