Misterious rubber hoses on carb

There's two of them, one on the left, one on the right side of the carb. They both shoot towards the inlet side, at 45 degree angle upwards. Then they turn back and route under the tank. And they connect to nothing! At least on my bike. By the dirt accumulated in both, they have never been connected to anything. What are they and where do they belong?

Carb Vent tudes. Needed so that the level in the bowl can change easily.
Some call thm over-flows but over flow tubes would be routed to the ground eventually. These just go up......
In the California models those go to the smog canister which is on the funny bracket behind the muffler (in front of rear tire).
