If it isn't a leak, but just overflow, don't let it take you off the road. Who cares what the paint looks like when the sun is shining? If it's safe to do so, I'd just pull the loose paint off, squirt some primer on it to keep the metal mites away until winter, and replace the gas cap. You'll still have more nice looking paint on your bike than I do on mine. You can tell that to anyone who pesters you about it.

He cut the paint around the neck, and set a bead of JB Weld on the seam.

A picture of this whole mess might prove useful to someone in the future. From your handle, I assume you are in possession of the technology necessary to provide such a learning aid? I just painted a fender last night. The rest of the tin gets it next. I know how to put paint on, but not where to put it on. I don't want my killer kustom krylon job to do what yours has done.

I'm ashamed to say that even though 100% of my income comes from photography, I've been unable to upload images to this site no matter how small they are. I read yesterday that the upload feature is fried. I could upload to my stock site and post a link though. Regardless, I'll photograph the situation and repair when I get too it later in the week. If it helps a fellow rider, that alone would be worth it.

Yep, can't post direct. It's easy to do it the other way, though. Just post your picture on your site. Then right click it in it's full, blown-up version (not the thumbnail), hit "properties," and copy the URL for it. Come back to the post window on this site. At the top of the little typing window are two rows of buttons. The third button from the left in the top row is the image link button. Put your cursor where you want the image to appear in the post, then click that button. Two img brackets will appear. Right click between them and hit "paste." That will do it. Sounds like a pain, but if you use tabbed browsing to switch between your site and this one, you can do it in a few seconds. Once you do it once, there's nothing to it, just like the valve adjustment on the Savage.
