Some bags were just plain designed to to OVER the pillion seat -- I have a set of such and they fit just fine when installed as per their design criteria.  A bonus is that you can remove them fairly easily by unbraiding the leather from around the pillon seat and from around the sissy bar and then lifting the whole affair up and off for cleaning, etc.

I like them just fine.
