backfiring, most likely need adjustment of idle pilot screw.

could be exhaust leak, when does it back fire?

top end pukey, stock muffler? stock intake? sounds like a rejet.  Get a set of jets from lancer see market place

for all your carb ills see quick and simple carb tuning, tech section.

Before you pulled the white washer out, how was it running, and when was it backfiring?

Did you take the white spacer out or thin it by half ?
are you really sure the slide spring went in straight ?

I dont know why the bike is having trouble at the top end, but it's pretty obvious why you're getting backfiring:

your carb is running lean at idle

the Savage carb has at least three ranges: idle to 1/4 throttle, 1/4 to 3/4 throttle, and 3/4 to wide open.  The spacer affects 1/4 to 3/4.  You've richened the mixture in this range, but when you let off the throttle, it drops back down to the idle range, and because you're lean here, it backfires.  To fix this backfiring, you need to richen the idle mixture.  The carb has a screw that regulates the amount of gas that is added to the mix in that idle to 1/4 range.  If yours hasn't ever been tinkered with, you'll have a brass plug over this screw that you'll need to pull out before you can mess with it.  The screw will be on the right side of the carb and if you have the plug on, it will probably have white paint on it.  If you're lucky, it's already gone.  Otherwise you'll have to pull it out, but I'm not the guy who can tell you how thats done.

Once you get that plug out or if it's already gone, follow Lancer's carb tuning guide with this screw and you'll get rid of that backfiring real quick.

Often, but not always.  An exhaust leak can cause it too.  I retuned my carb several times before I finally replaced the crush gasket between the exhaust header and cylinder (which actually fixed the problem).  Tune the carb first though.  Then, if you still get decel pops, look for exhaust leaks.  Be sure not to tighten any of the bolts into the aluminum cylinder head (or any other aluminum, for that matter) while the engine is hot.  Wait until it's cool.

Might as well get some antisieze & start applying it to  carb screws. I bought the allen head stainless replacements, but really, once i had been in the carb & got the screws loose( factory must use impacts, they made the SNAP sound when they came loose) & put a dab on them going back, they were easy to get out but I never saw any "self loosening". Aluminum & steel makes for some tight bonds, so I use antisieze in lots of places others just slap together.
