That's for the ferschlugginer helmet lock that you will never be able to get at, once you put the ferschlugginer saddlebags on.

They vibrate loose and fall off. The stealership charges $35.00 for a new one.
They are held in place with one screw, if anyone doesn't want to lose theirs use threadlock blue on the screw.
