My guess is ... no more than 36mm. Smooth bores to CV's ... you should be 10-15% smaller diameter with Smoothbores.
Port and flow and free pipe and maybe overbore and high compression pistons = 40+ smoothbores.
Remember, carbs are all about velocity ... have it and it sill all work beautifully.
My guess is even with 36 or so mm smoothbores, you will still need to open the throttle more slowly instead of whacking it open. Train your wrist.

I like the 36mm for overall performance use.  The 40mm Edelbrock flatslides I have played with were gang busters on mid-top end but had issues on the bottom end.  The 38's were a bit better but still not quite controlled on the bottom.
That's when I got into the 36/38 roundslides...the happy hunting ground.
If you want really good low-midrange pulling power for a sidehack setup I suggest you go with a 36 or 38mm roundslide.  It will run smooth on the bottom and give you all the power you could want in the mid-high range too.
If you are looking to minimize the $$ then there are usually plenty of VM's on ebay.
There was one on the Dennis Kirk ebay store, 36vm made originally for snowmonbiles for about $70 and would need complete rejetting for your Savage.

I've been pretty happy with the Amal Mk2.  Mine is the 38mm flavor.

Dr. Jim. from my experience years ago when I created my own streetable observered trials bike from a Honda SL125. I stayed with the stock size carb after the stroker kit and longer exhaust system I made. It pulled like a 250 but ran out of carb about 55 in street trim.  Part was gearing changes, but most of that was to correct for the 400 x 18 tire Dunlop 2 ply trials tires that replaced the 3.25 one. I'd opt for close to stock air flow for what you want to do. Still hoping to not be so booked up when we got to Seattle to get a look at your rigs. Would like to see if my S-i-L's HD sidecar set up was wrong or they are all that way. Max

If you check the charts that graph the carb bore size vs engine size/type, you will find that a 650 single will fall into the 34-38mm range for a roundslide type carb.
