New cam and rocker arm

I just put a new cam and rocker arm in my savage and I'm not sure how to adjust the valves I have the all the way out with the cam touching the rocker and it seems as though theres no adjustment. Should I not have the cam rotated up??

Adjustment is made at TDC (top dead center) on compression stroke. (both valves closed).
Read this.. and related.

Most motorcycle problems are caused by the nut between the seat and the handlebars. Make sure yours isn't too tight or too loose.

Did you run it outta gas without the tank hooked up? If so, the carb bowl is empty & you need to put it on "PRI" on the petcock. Note the little arrow on the lever. POint it to PRI. I hope thats it.
