will s-40 stock side rails fit a 96 savage?

Yes, but you will also need to get the bolts that hold them in place, and the locating pin. The newer rails have three bolts and a locating pin + rubber grommet, whilst the older rails have 4 bolts per side. as the newer rails are wider, the bolts are longer. It is a straight forward swap thou, and the rear indicators will fit either rails.
