My recollection is that removing or making the spacer thinner raises the needle in the needle jet slghtly enrichening midrange A/F ratio from the EPA mandated lean factory set. Earlier versions (86-88) of these carburetors had as many as 6 lands on the needle and a clip to position it. Raising the needle required lowering the clip. For those of you new to this process, the taper on the needle controls the fuel added to the air at the needle jet. The pressed in brass part above the main jet. In my experience with Honda XR200's that worked the slide directly off the throttle cable (not the CV version we have) they would both wear and the bike run rich to the point of fouling plugs. fix was a needle and jet kit from Honda.

My Keihin FCR needle has 7 positions and I can use a washer to split them giving 14, all adds to the confusion.
