How to remove fork bits

Im trying to get the fork assembly off my frame, the forks are out but the upper brace (the bit the forks run through) is proving troublesome.  How is this part removed correctly?  Does it pull off or should it spin off on the thread I see there.  Once this is off will the lower brace and the shaft its pressed on drop striaght out?  Thanks is advance.

G'day from Oz.
It should just tap down with a rubber mallet.
Be ready to catch the bottom half.
Best idea is to re-install the top nut & loosen it approx two threads as this will give enough freeplay for it to start moving without falling apart on you.

I don't have the manual close but I believe there are and upper and lower set of uncaged (loose) ball bearings on each end of the stem. I would have some way of containing these as they will find places to hide on the shop floor. Max
