My 2002 handle bars are perfect. They had them perfectly adjusted when I left the dealer 4 years ago.
I've never changed their position. A miricle indeed.

I went in and sat on a new S40 and I found the handle bar position to be terrible. What happened? ???

You obviously sat on a different bike?The good thing is there not welded on an replacements are readly available!!
