With the vacuum line not connected, you should only be getting gas on the prime postion (petc0ck lever towards you.) Fuel and reserve should be blocked by the diaphram in the petc0ck.
That's one problem.
You have at least two.
Since your not flooding through the vacuum line, you must bet getting it from the float. Check that the floats aren't filled with gas or stuck, if they are o.k. it's probably the float needle and seat. Could have a small foreign object blocking them. You may be able to clean them, if not replace the needle.

The breather/ overflow lines from the carb run up and under the tank. At least that's where I found mine from stock. When the carb overflows, it'll go where ever it can. Out the intake (and into the airbox), out the exhaust port (and straight into the engine, seeping into the oil) and out the carb breather tubes.

I believe he meant it was flowing from the carb through the air intake into the airbox. I guess it's possible he has enough flow through to fill up his crankcase and come back through the breather tube. Either way, if it's been flooding that much, it's a good idea to change the oil twice after correcting the source of the flooding before running the engine.

I agree to change the oil a couble of times, once it fixed , I was thinking he meant the chrank case vent!

Just so everyone knows. The gas is coming from the breather tube that originates on top of the head and terminates in the air cleaner compartment. Prooven by disconecting the breather tube at the air cleaner compartment and watching the fuel come out the tube.

Believe it or not, it's just gravity.
Because the petc0ck diaphram is not shutting the gas off it is flowing freely down to the carb. The carb float needle is not stopping it so it flows on into every passage that's below the gas tank! The first place it finds to leak out is that breather hose in the air cleaner. If you blocked that it would run to the next place or fill everything up and turn your engine into a gas tank.
(i.e. Your engine is now a big bucket that's full up with gas! The first hole in the bucket that the gas can overflow from is the breather tube.) That's a lot of gas and could be dangerous!)
The breather hose is not the problem, it's just the place all that gas is ending up coming out. If the needle/ seat in the float bowl is sealing like it should, it will be impossible for the gas to get to the breather hose.
You need to fix the problem there and then get all that gas out of your engine BEFORE! you run it by draining your oil really well and putting new oil in.
One more thing... I think running with the carb's vacuum line not connected will create a vacuum leak. Air will be sucked into your engine from that hole on the carb into the engine. Recommend you put that line back on.

I had almost identical problem with my newly purchased 1987 Savage last weekend. Petrol had been dripping from air cleaner for a few weeks, so I stripped and cleaned carb (very dirty). When I re-started bike oily\petrol gushed from top of head breather hose!!
I have now sent carb to specialist for a rebuild and will let you all know what happens when it is returned.
My Savage has a Harley Sportster tank and K&N filter, so the vacuum hose from the carb is blanked off and the breather hose from the top of the head empties on to the rear tyre!!
