Other than changing the shocks to something shorter, How would you lower the rear. And I don't want to hard tail it. That's problem enough already. I had considered taking off one shock entirely but I'm not sure how it would affect the bikes stability in corners.

Anyone have any suggestions/ideas?

I don't think the one shock idea would be stable at all.
I have heard of people that just cut the spring shorter. Not quite hardtail, but a little stiffer to be sure. Adjusting the angle of the shocks would also lower it. Whether that be by using some kind of struts for the top connection or welding the lower mount back further.  I've looked and not found any such "kits" for lowering a Savage.
