De-comp. spring & Side relays Q

’92 having trouble starting…again. I do have spark, carb is clean, battery is at 12.7V and everything was working fine yesterday… After reading related issues started to check relays….
My first look at decompression cable spring found that is very loose and cable is slightly bent at the end. (Solenoid is working fine – shaft is approx.4 mm out of the body when pushed start button).
Is this spring supposed to be very loose?
Also I found out that the relay (side relay – think is fuel relay) close to the horn is full of white cream.
Should I clean it or is supposed to be that way?
Thanks
