This is common. Most get changed for stainless allen head....
Are the screws "frozen" and stripped out too?
Do you have a hand impact driver with a phillips bit? You can also smack down on the the bolthead with a phillips screwdriver and a hammer for a similar effect.
You can try to cut a slot in the screw for a straight slot screwdriver.
You can try a cold chisel and hammer to turn it loose.
Then there's the vise grip method, too.
You also have the option to drill out the screws and hope there's enough to grab with pliers....
Not to mention that a bandsaw might work if needed.
Or you can give up and just buy a new carb from Lancer....
