On my SR500 fork brace (TZR250 forks) which bolts to two lugs on each fork leg there are four holes for mudguard mounting. Standard TZR brace is 2mm thick, the one I have is a one off 6mm thick one

Those are for the optional Stainless Steel Fork Protectors.

If it's like the Highway Hawk Deluxe bar I put on my wife's - they have two u bolt attachments - so it doesn't move around.  Goes on right after the downtube splits into two.

I doubt that it can move - if you look at this picture you can see the u-bolts go through a flat plate that is pulled against the frame. Certainly feel planted.

On the bike when it followed me home - no idea where he got them.
