Start at 1 1/2 or 2 turns out, start with about an 1/8 turn and go up a little waiting abit in between each adjustment.  listen to the revs, you are trying to peak out the rpms.  difficult at 1st cause you haven't listen to it as much as a barking sgt.  but you get the hang of it.  About a half turn and it should be about to die in either direction.

You got a '96, how many miles?  Where you at?

v1 has offered the good advise, for sure thats the 1st place to look. since the the plug for the fuel screw has been removed the po may have been further into the carb innards. so be prepared to pull the carb if adjusting the fuel screw doesn't work out.
