The START?

Some places you can steal from the store. Just don't steal more than a certain dollar amount and they won't arrest you.
I guess presidential elections are below the threshold.

I think a lot of this has to do with volume.

For many years the local PD would not remove people from the medical center property unless they were violent or committing a felony crime like breaking and entering etc.

They would, after 18 hours or so issue a trespass notice, that wasn't enforced.

When a root cause analysis was done in collaboration with multiple medical centers with the same problem of mass amounts of homeless or addicts staying in/on the property and multiple LEO agencies, municipalities etc. it was found, in all jurisdictions, that there wasn't enough jail space.

In most cases the local incarceration rate of 15% or more of the criminal trespassers would have overloaded the jail. There also wasn't enough staff to even process that many people a day. While it was recommended on here a while back that courts run 24/7 and judges pull 16 hour days 7 days a week, this is highly unrealistic.

Drug use is more so problematic, there just isn't enough people or space to lock up every drug user, yet they are all guaranteed medical care. So we either need legal reform where ambulance and medical centers can deny care, or a 600% increase in graduating legal professionals to handle the case loads, and several jails built and staffed. Or they can lighten the free-medical care load by trying to keep long-term addicts from overdosing and burdening the system further.

I'm not sure that rectal dosing is a good use of the money, but I do see where reducing cost comes into play in regards to overall resource burden. If an addict uses $500 a month in free clinic care and injection monitoring it's better financially than the $900 ambulance ride to the medical center where $20,000 of life-saving care is administered and absorbed by the taxpayer and customers.

FYI, Renegade comes from Latin... what your German grandfather has to do with it is beyond me.

Spanish renegado, from Medieval Latin renegatus, from past participle of renegare to deny, from Latin re- + negare to deny
