Its being withheld for just the rich and famous and talking heads of the left and other leftie politicians till the election, its important that they keep talking with no interruption and the supply might run low or something if they release the HCQ cure, besides they also need to put $$ in the stocks of HCQ makers before telling people ... that takes time.

They also need to relabel it for new use and charge people for the new label etc so you can now pay $500 for a $2 OTC from India. Also very time consuming process.
