Literally the only person on the planet that can issue an Executive Order from the President of the United States is Donald Trump. But since the topic was how he cut the budget and froze his pay then it must have been someone else. Similarly I know people who don't acknowledge that Obama ordered mass-deportation even though we witnessed public damage bordering on riots in CA.
