Specifically how do you propose forcing people to leave?

Get an entry team together to kick in the door, restrain the family, place them into transports and haul them to safety?

Quite a few times I see the one old guy, that says "I aint leaving, I survived the flood of 52!"

I think his thought is that if his house is gone he has no where to go.

Basically a sad way of committing suicide.

And yes this guy is usually found dead,
I remember one case from Mt Saint Helens.

Theres a lot of older people that stay behind, I imagine they aren't out there looting.

I have no data or references, this is based off of my observations of activities by elderly persons in previous disaster areas. These observations when compiled and posted represent my opinion.
