In 1901, #alabama created a criminal disenfranchisement law designed to disenfranchise blacks. They said as much right in the record.
They chose to disenfranchise ppl with crimes "involving moral turpitude" b/c that standard was mushy enough to let their friends vote while disenfranchising blacks for violations of the "black code" crimes they made up.

Why would someone who Couldn't Vote, because they don't have a photo ID register to vote?
AAAND,

Act 2011-673 requires an Alabama voter to have a specific type of photo identification at the polls in order to vote. If a voter does not have one of the approved forms of photo ID as stated in the law, then he or she may receive a free Alabama photo voter ID from various locations.

You can't get in certain buildings or apply for certain societal benefits without a photo id.

If someone is willing to bother to register to vote but unwilling to get the free photo I.D., is it okay if I am confused?

Alabama, you can register to vote by mail and in person at your county Board of Registrars, driver licensing offices, or other government agencies. You cannot submit your voter registration online or by phone.

Who Does That?
Who REGISTERS to vote
Knowing they can't?
And IF you are willing to fill out the Free Registration form
Wouldn't you Also fill out the form for the
FREE Photo I.D.?
