I have taken out the carb and gave it a good cleaning and am waiting on my spark plug socket to come in since it needs to be a thin wall socket. Anything else that could cause this. The bike will turn over but won't fire at all

Doesn't matter. Test it anyway. Seems like a lot of cranking problems can be solved by using a stronger battery.

Jump start it off a known good battery. If you use a car, DO NOT have it running! The car's charging system will fry the bike.

I did test the plug wire with a different spark plug that I got but wasn't the right one. It gave off plenty of spark with that

The handbook drill is to give it full choke for starting, but don't open the throttle at all.

So ....You purchased  it without hearing it run? that means you could have many problems.......but you should start with the basics, spark, fuel, and compression should = start.

you need a compression tester.
and you need to take sparky out.

Sitting a month with fuel in it wouldn't cause any problems.  Sounds like you got taken by some dickhead. Hopefully, you got a good deal and it turn out to be an easy fix.  Then the jokes on him.

Even if you can't check the compression at this time,while you have the spark out you might try adding a couple of tablespoons of oil down the spark plug hole before trying to start it again ,as the oil may have drained off the rings and cylinder wall when the bike sat.this could help build compression and lessen the chance of scoring the cylinder walls from cranking with out starting(you have no oil pressure until the bike runs).Or there is  a product called fogging oil in spray cans for this same purpose.

Float needle valve was clogged. No I think I gotta replace the peacock on it because it will die while it is on the "on" position but is fine on prime

That's an indication that the rubber diaphragm has hardened and may fail soon.

Yes, it's a Yamaha Raptor 660, it is best to get it from a Yamaha Dealer, even if it's a few$ more than EBAY cheapies. Someone here will tell you the correct part number.

Get the Yamaha Raptor one and save yourself some future problems as well.  I think mine from my local Yamaha dealer was only $32.00 plus some taxes.
