Well what do you know? Wasn't it those two states that gave Hillary her majority in the "popular vote" ?

Just a coincidence probably.

"Responsibilities are also shared
with state, county, and city governments,
which actually deliver the services"

So a  ‘map’ posted, is  NOT,  relevant,
and has  NO  Bearing on the subject!

If one looks at the,  "REAL”,   numbers,
(not a misdirected SPIN)

If one took away, How Both  Sides, voted,
(From  BOTH  Sides)
from just  ONE, of those two States.

Now tell what the result would be ?

Here is a  Idea.

Welfare,   Food Stamps,  Cash Assistance,  etc.
ALL,  determined, by  ONLY,   the State.
(And the % of the Fed  support, for whatever %  the Fed  gives to the  State, deducted from,  ALL   the  States  Citizens  who pay  Taxes)

Don’t think you would be able to  find   ANY,  ‘u-hauls’ out of Calf or  NY.
(As it is now, it’s darn hard to)
