I can film anyone at anytime for any reason IN PUBLIC. It's called implied consent. You show your face in public and people can record it in any kind of way they see fit.

I do not think that if an officer is performing his duties that a person needs to be so close to film as to be in the way or be in danger. The officer has the right to ask you to leave the scene (or at least go away to a safer distance). You still have your right to film.

Safe for whom?
I know how to decide if im in danger. And if a cop has time to worry about what I am doing, he's not exactly fighting for his life.
The proposed legislation would allow cops to literally get away with murder, some more.
