I like it,very thoughtfully done,I bet the artist is not a communist.

You guys might be surprised, but after a few business trips "beyond the Iron Curtain"... NOBODY in his right mind will say they're sorry Communism fell !

In the Baltic States (Estonia, Latvia and Lithuania) Communist Propaganda is actually banned by law!
Elsewhere (Romania, Moldavia, Ukraine, but also in Poland, Hungary) there may be parties linked to ethic groups (i.e. the "Russian" Party) especially when these ethnicities are local minorities, but Russia seems to be the only Country where there is a "Communist Party" officially present in Parliament ...
... but they are such a sheer minority, it's like the followers of Ralph Nader or Ron Paul for President...

Not that I care about either one, it's just to give you an idea of the proportions.

I heard it relates to running a steam engine to the limits of it's governor...

Bingo. When the steam engine is running wide open, the governor balls are as far out as possible, as near to the walls as they'll ever be.
