Well I finally got a round tooit.
I started with 1 inch air hardening drill rod and lathed it to diameter.
Then milled the flat part on the end and milled a small flat area on the bottom. Next was drilling the hole and cutting it off the drill rod.
I had to guesstimate the pitch for the ratchet teeth on the bottom, then drilled the hole in the end.
The main body diameter was lathed to an interference fit, then worked with 320 grit, then 600 grit, then 1000 grit to a perfect fit.
This probably sounds simpler than it actually was but then I did use a copius amount of profanity.
I will attempt to post photos. I am not very good at this so it will probably take several trys before I get all the pictures on here.

The final product can protrude 2mm farther out than the original and still have more body inside the cylinder. Also note the slot milled in the side and the roll pin installed to prevent the device from exiting the tube.
Before installing the pin the device was heat tempered.
