Part snake oil, part truth.  Looks like a Dial-a-Jet.

Personally, let someone else have it.

U know this thing is awesome if u added a turbo or a supercharger.  Wow.  I might buy it.  Who knows.
Buy a used carb and maybe a front pulley and a smog pump.  Maybe some boost with some extra fuel will make it faster.

the instructions I've read are interesting - looks like to tune it you create a lean condition so it can fix it - are you better off with fuel mixed there instead of where the jet feeds it - don't know ...

Those little suckers flow a lot of fuel and are only useful for racing applications, mainly on 2-stroke engines.  Notice how large the tube is where it enters the carb throat...LOTS OF FUEL!!

The Dial-a-jet hardware is much smaller and the fuel flow is much lower and in a mist form.  The power tube shoots the fuel out in raw liquid form.

here's a rather interesting read on subject - a few paragraphs down is what pushes me toward the snake oil side

"Dial-A-Jet is an add fuel only device. You cannot add fuel to an engine that is running rich or has an adequate fuel supply and hope to gain horsepower. You must create a lean condition so that Dial-A-Jet has a window of opportunity to function."

That looks exactly like the Power Jet on a Lectron carburetor. Those use a Mikuni jet. The Lectron works very well with lots of top end, low end, and everything in between.

The one you are showing could work very well.

Snake oil or not, the thing works.  This was the last mod I made to my stock carb before swapping it for the Amal's, and the performance gain was very noticeable, expecially in the upper range.  I could feel the power coming on where it had been weak before.  It does not cost any more than a jet kit and works as good as if not better.    At the time I put it on my bike there was not a kit made specifically for the Savage so I found a kit on ebay and just tapped a hole in the float bowl for the hook-up.  
In fact, I will be putting a dial-a-jet on the Amal I have mounted on the bike now.

A friend used to run power jet carbs on his TZ 500 powered sidecar. The chamber at the top contains the jet (80-120 range), the jets are mikuni idle jets I think.
