Where on the bike can i adjust the timing for my 1987 LS650.

Savage Timing:
To get there sooner, ride faster.
To get there later, take a longer path.

shortly after writing that post.. i found out there isnt timing.. makes sense.  My friends father suggested i change the timing since the bike was not running well and backfiring.. After riding it a bit more it is a bit smoother but still will not idle.  T=I beleive the bike sat for atleast 4 years without running until now.

The backfireing has been discussed in lenght on this forum. Use the search function .

Drain the old gas, drain and clean the carburator, install new plug and you'r almost done. A 1987 does not have to be rejetted.

Would grinding the cam to a new profile count as adjusting the timing?

No.
Cam timing and ignition timing are seperate functions...although they do affect the running of the engine.  Changing one can have a +/- affect on the other.
