This post is an opinion. The following is an opinion:

Given the amount of aid I've personally seen delivered by FEMA since 2016 I'd say it's not likely FEMA as policy skips Trump supporters.

Plus I'm sure more people would have noticed by now. Anyone willing to deny aid to anyone deserving should be jailed. In my opinion. The previous sentence indicates a human opinion.
