Well it does have power!

Is it legal on the street? The reason they make these with 3 wheels, is that as a 3 wheel motorcycle it can eliminate the air bags, speed rated bumpers, door beams and numerous other safety requirements of 4 wheel vehicles. I don't believe I have ever seen the government requires "Crash Testing" done on a 2 or 3 wheel motorcycle!

By adding a 4th wheel the vehicle is no longer a "motorcycle"......and no longer a legal road vehicle. (Which is a bit weird as 4 wheels likely makes more stable and it a safer vehicle to operate).

You might get away with this for a while - but I can envision some law enforcement fellow in a grumpy mood impounding this thing.

I may be wrong, but Isn't there an exception for low volume manufactuurers or 'home builts' ?
I seem to recall that this passed a couple of years ago.
