not unusual
tighten the bolt to 50 ft.lbs per the manual.

is this a specific quirk with the motor and is there a way to fix it?
on top of tightening the bolt.

Blue loctite. It needs to be used almost everywhere on the LS650.

Lock tite was a nice try and the leaking got worse after tightening it with a brand new tq wrench any ideas?

Well, you can look at the case and see if it's lined up.
You might try taking the time to actually explain what you are see and explain how you did everything. We can't actually SEE what is going on.
You are the first to report a negative result.

Loctite will only work if the threads are clean and dry.  Any oil residue will render Loctite useless.

That bolt is one of the bolts that holds the two crankcase halves  together. There is no gasket at the joint, just a non hardening sealant applied when the engine is assembled. Tightening the bolt to spec usually will stop the leak. 14mm wrench on the head of the bolt and a 17mm on the nut. It's easier if you have a helper to hold the wrench on the bolt head but it's not impossible to do alone.

If the bolt has been really lose for a long time I suppose it's possible for the sealant to be missing or damaged in that spot but I'm not aware of a case where tightening the bolt properly didn't stop the leak.

There can be a lot of oil that builds up in the case and spacers.....it may take a few days or more for the oil to stop seeping out after you tighten the bolt.
