Title: Clutch arm has a ton of free play. Please help

so I put a new clutch, pressure plate, springs and push rod in and everything went in great. Bolted everything together and I have now put on a new cable thinking that was the issue and I also have a new lever. But my clutch arm won’t even begin to hit the push rod until it is about an inch above the marks on my crank case. Am I installing it wrong? My new push rod sits 12.5mm above the pressure plate. It’s the largest rod I could buy for the bike. I can not for the life of me figure what’s going on.

This is where the arm need to sit in order for it to lift the clutch cover from the engine

does the primary gear and the clutch gear line up?
does the oil pump gears line up?

there are a couple of spacers in the back and a pin... maybe they aren't lined up correctly.

there's also a bevel washer and a washer in the clutch that gave me trouble the 1st time.
