I have found anywhere not on the cam lobe, give the same results as tdc when checking valve gap.

If you're talking precisely on TDC vs. in the ballpark of TDC... yeah probably.
But if you're talking TDC on the compression stroke vs exhaust... no way, there's a big difference.

As long as the rocker is on the round "base" of the cam and not on any one of the ramps where the cam is pushing on the rocker - you are likely to get the same clearance value.

So you don't have to have the TDC marks perfectly in alignment - but they should be within sight of each other.
