What is this thing? ( the white electrical block )

Forgive me the poor state of the bike. I bought it some time ago for 150 dollars, for parts. But it seems meganical to be in good condition. And I ride it fore the frist time yesterday :)

It needs its LED blinkers instaled.
I will post photo,s later after I gave it some soap.

It holds the only fuses on the bike.....there are 2 of them.

I hoped it was the turnsignal thing.

My course "dealing with disappointments" was unfortunately canceled.
But I'll be fine.
