Q: Why does Quebec want to separate from Canada.

A: You see the Prime Minister of Canada is from Quebec.
The main opposition leader of Canada is from Quebec.
The Finance Minister of Canada is from Quebec.
The foreign Minister of Canada is from Quebec.

So Obviously the Needs of Quebec are not met in Canada.

Essentially "Government Service" is euphemism for they do the opposite of people who put them in government. Longer that tenure is, the more effective that undermining is.
