Bike ran perfect when I put it away,( but seemed to need the choke on 1/2 until it warmed up good), anyway pulled it out today, hard starting constant backfires will stall if i let off the throttle. Changed the plug, same problem. So ios it time to pull off the Carb? Also looks like the battery box need to come out to get the Carb out.

As I recall, many moons ago when I owned an old 4 speed Savage, I was able to remove the float bowl in place, and then remove the pilot jet.  I think you might be able to simply remove the float bowl, clean it out, and also remove the pilot jet and clear any obstruction.  If it sat for a long time with gasohol in the tank it is likely to be gummed up in there.  The tiny pilot jets are prone to obstructions.  You should also check your oil level.  Is it too full?  If it is, the vacuum operated petcock has probably failed and is leaking by, dribbling fuel past the needle & seat into the intake and cylinder.  Then down past the rings into the crankcase.  Check that oil level.

You can remove at throttle cable, fuel and vacuum hose ,and the three hose clamps ,then the hose between the carb and air filter box. then twist the carb about 90 degrees pulling it out away from the motor,there is notch in the lid of the battery box which should allow the rearward movement.

To gain a little room, use a ratchet strap to pull back the battery box.
There's at room enough to drop the bowl.

And it easier to remove the carb with intake manifold.

I just removed the Bat box. I assume the two thin hoses are just vents for the bowl, they did not seem attached to anything.
I am going to try just cleaning out the bowl,(had some green moss in it)
remove and clean the pilot jet and blow some air through it and put it back with my fingers crossed.

So I have the carb out, took off the bowl. The pilot jet was clogged, all set now. I have a new problem, and I hope someone can help.
After putting the Carb. back in the bike, the throttle cable seems to short. I cant for the life of me figure out why. The stop screw wont touch the throttle cam even when screwed in all the way, it was not like this before.

I fixed it by adjusting the front end, but still wondering why it changed.

It looks to me that the outer shield isn't fitting down into the little cylinder at the throttle plate on the carb, did you put the C camp in the slot , first, or not at all? If it's not fully seated it would make the cable seem shorter.

Check to make sure you cable is all the way in.
Doesn't look like you've installed the clip that retains it.

Its fully seated, The clip is in now, but not in the photo because I was removing and reinstalling it so many times.

Put the carb back on started right up idles smooth.
