What is the easiest way to reinstall the carb on a 95 ls650

You'll need lots of patience! Removal is easy. Reinstalling can be a pain. I had the hardest time getting the intake boot straight. It wanted to kink and twist. It might help with access to remove the tank.

I had to remove the intake boot then put in on the carb and slide it back in

While at it, replace the 2 phillip head screws that hold the rubber  intake manifold to the engine.  Use a bolt or something you can get a wrench on.

I managed to wrangle mine back in with the rubber boots in place, but I had the seat and tank off at the time. Got it into the outlet boot first, then into the air inlet - watching carefully not to catch or yank anything that could tear the boot.

BTW, make sure the hose clamps are in place around the boots before you put the carb back in  ;)

I can't get it to start. I am gonna check the spark and compression before I take the carb off again though

Shoot some ether in the intake.
That is a handy troubleshooting step.
The Savage will spin over with a battery that won't fire the ignition. It bites newbies all the time. A voltmeter hooked up to read what the voltage drop running the starter is working against compression will tell a lot.

Leave the plug in, pull the plug wire, stick a plug in the wire, ground it, hit start..

Ether is easier.
What did you do to the carb while it was off?

I already checked the battery to make sure it was strong enough to spark just had to order a special tool to get the dang spark plug out that is in it. When I got the carb out I just checked all the jets and cleaned everything

If you had the plug out to test it, the starter wasn't working against compression. The test only proves that your plug will spark. Doesn't prove the plug is firing while it's installed.
The CDI requires a pretty good voltage to spark the plug.

Ill be getting my spark plug socket in tomorrow so ill be able to get it out and inspect it and I will probably get a compression tester to check the compression. Any certain tester I should get?

I've been explaining step by step instructions.
You're not winning but

But no explanation of what that test was.

You wanna know if it's able to spark, hang a plug in the plug wire and leave your plug in the engine.
Shoot ether in the intake after you oil the cylinder.
Save the money for a compression tester.
If the compression is low, it'll run crappy.
The difference between how fast it spins over with the plug out and in will tell you if it's got no compression.

Its a 95 savage with about 15000 miles

At 15,000 it's time to look at the cam chain.
That's possibly why it was parked.
I'd pop the valve covers and get the timing plug out of the left engine case, and check the valve motion and you can even feel compression. You can try rolling it in gear.
But, at 15,000 miles, it's due a valve adjustment and, unless the previous owner kept up with the cam chain, dude, it's seriously time.

What gave it away?  :)

The clamps on mine could be opened up far enough to get them on after the fact - but I wouldn't want to do that too many times. They're not great quality!

That's good cause I hate paying people to work on my stuff and the whole reason I bought the bike was so I can learn about it. No sense of me buying something that runs perfectly then I go to try and fix it and mess it up

I don't know. In all honesty, if you are asking questions about how to install a carb and believe that you need a special tool to remove a spark plug, then I wonder if you have the necessary basic skills to undertake a cam chain tensioner.

What tools are in your tool box? Up until removing and unsuccessfully reinstalling your carb, what is your experience working on engines?  The cam chain tensioner is not a good starting point for a new mechanic.

By special tool to remove the spark plug I mean that it has to be a deep well thin wall socket to get down to the plug. And as far as to reinstall the carb I was just seeing if any one knew of a easier way to get the carb back in between the boots because of how tight the fit was

The way that worked for me was to take both boots off and put them on the carb while it as off and put the side with the boot that fits on the air box in first then slide the other side it

Took the float apart and cleaned the needle valve good and gave the cylinder a squirt of oil

Happy days! Its too late now but for next time: the rubber snorkel on bike carbs become nice and pliable and easy to fit if you pour a kettle full of hot water over it.
My 2c, YMMV etc.

Not so complicated, and not nearly as expensive as a compression tester.
