I just moved all parts to a new frame. I was very meticulous about labeling wires and taking pictures. The battery is still good 12.3VDC all grounds in place but I can't get any power. I don't even know where to start.

Check fuses.

Wanted a project and I didn't have the title to the frame I was riding. Yes no lights or horn.

Check fuses.
Check connections under the tank.

And, check the grounds by using a peg bolt or motor mount bolt as ground and battery+. A test light will do it. Or volt,  ohm meter.
You might need to do a continuity/ ohms test across each wire in each connection.

I guess First thing is be sure the key switch is On, not park, and the power is being switched to the right spot on it.

I need a savage frame , don't need a title.

Bot ,I have always owned SR500s, love those bikes , they fit me like they were made for me, however due to bad knees,hip not so good either,kicking not as fun as it used to be. So I bought another SR frame ,cause I don't want to chop up the one I have. Plan is to chop down tube from below steering head & engine cradle from a savage frame then weld it into the SR frame. Mock up for this will be intense needing clearance to get savage engine into frame keeping engine low enough to use stock tank & clearance for header too, should have ample room for carb. Engine will be a s40 695cc like my RYCA ,maybe with bigger cam than the RYCA cause this bike will weigh in at a porky 400+ lbs.
It will look like a SR have a 695 cc thumper with a happy button
A YAMAZUKI 695 , the best of both bikes
Finish RYCA this winter, have another quick build to do, then I will get started, at least a two year build 2019 or 2020. Just collecting frames for now & will find a low mileage s40 for a donor bike.
My next engine will be very special !!

I have continuity to the peg bolts from the engine ground strap. Power is disappearing after the ignition switch (on/park positions) but the switch is good (checked all positions with multi meter). Fuses are good, I'm thinking battery; barely 12 vdc and all cells were low. I filled it with DI H2O and have had it charging for a couple of hours.

With the IG switch 'off' I have 12v at the switch (continuity back to the battery) when put it to 'on' I lose it so something is open past the switch.

Check fuses,check voltage at fuses use volt meter or test light if you don't have a meter, check battery voltage ,as we go thru this look for voltage drops

Check voltage going into and coming out of ignition switch , make sure switch is in on position not park, if tank is off use a jumper wire at ignition switch plug on harness side  for the 2 wires shown in diagram, if ground at battery and frame  are good you should have at least a neutral light if trans is in neutral

You have 12 volts into the switch.
You flip it on.
The wire coming out has 12 volts
Where does that stop being true?
Or
Turn it on
And you have 12 volts on
no 12 volts out
equals bad switch

battery is 12.5, fuses 12.3 (both sides), we are good to the switch like I said its after the switch

sounds like you gotta dead short.
pull the fuses and replace with a lamp.
turn on the key so the lamp lights.
then start pulling connectors one by one till the lamp goes out.
if the lamp doesn't go out then it's the harness.
also check your wiring, most connectors will have the same colors on both sides.

Tank is off but instrument cluster is plugged in. All connectors are paired up correctly. I have pwr to the IG but when I turn the switch on it goes away so the open is past the IG correct?

..also that would not allow me to put a pwr lamp at the fuse box because as soon as I close IG to 'on' I open the circuit and lose my pwr.

It goes away if there is an open in the circuit past the switch.

If you're finding power into the switch, but not out of the switch, it's the switch.

A battery coming off full charge should have a voltage more in the 13-13.5 area as the charger voltage needs to be higher to push juice into the battery.   why don't you try jumping the bike off a car battery (car NOT running) ,you might try unplugging your head light also as it is a major draw(55watts/12v=4amps) If you then get the neutral light to turn on(3watts)  you'll know your battery is bad or you can Jump it or take the battery somewhere to be load tested.

When I was doing my Ryca there were two 2-wire connectors that were the same size that fit together. I can't remember what they were for though. Looking at the wiring diagram that I have, the sidestand switch, pickup coil, and decomp solenoid are all 2 wire connectors. Maybe one of them got switched?

I was just thinking about it a little more. at the time that I would have been hooking up electrical connections, my sidestand switch connector would have been removed. That just leaves decomp and pickup coil.
