If C is the third paragraph,
Then shouldn't there be a
Paragraph A
Paragraph B
Etc. Etc.?

And WHY, considering the length of some documents, would Anyone use a system limit to 26 paragraphs?

AAAAND, what have you EVER READ that had each paragraph numbered?

"C" does not mean "Classified"
"C" is a PARAGRAPH marking for "Confidential."
