It's been published many times in the antique car world. I'm pretty sure I'm not just exploding my exhaust box when I say this.

I thought I read some of those quotes as being from a Chinese driving guide for tourists.  I also believe the WD40 thing is a made up/photoshop spoof - they are still funny however.
