You don't have to change the O-ring at every oil change.  Only when it gets old and stiff.

To cover the awkward flat spot where a filter was supposed to be?

I work at a Yamaha dealer and the OEM filters never come with o-rings. Aftermarket does. So when I ordered my Suzuki's oil filter through one of my catalogs it came with one.

So back to the topic at hand.

Isn't it just a bit dishonest to put on a fancy cover with "Oil Filter" lettering.....when there isn't an oil filter behind that cover?

Dave, if it Says oil filter on it, yes..If once upon a time the engine was produced, with a filter, right there, and they changed the design, blanked it off. They need to tell the buyer, before they buy.
My Yamaha 250 /4 wheeler only has a screen, small rocks would go.

Maybe R&D got the go-ahead to design a new filtering system before the block was cast but then lost their budget after assembly (therefore they didn't drill any holes behind the cover)?   :-?

Well,Dave, that is quite similar in appearance to the words
Oil
And
Filter
And positioned so as to give the Impression that lurking Behind that cap, IS a filter, so, I'm gonna hafta get a new pack of stars out and go put Another one in your column.
