I've removed everything according to the manual and have pushed the wheel forward as far as it will go. But, I can't get enough slack for the belt to come off, including forcing it up on the edge of the driven pulley and rotating the tire. What I'm I overlooking?

You can get additional forward movement of the tire if you rotate the tension adjustor into a down position. If that doesn't work (and it should) simply remove the rear tire.

Pulling the axle did it. The Clymer's manual is a bit off in sequence it seems ( and I've never tried this before-newbie  :-/) Thanks guys.

BTW-is it better to balance the wheel with or without the driven pulley attached? I read somewhere to include the pulley, but seems not right to me.

With or without the pulley,.. won't make much difference...
Yer' mostly balancing the tire meat...
(all that weight out at the outer circumference flying about)... ;)...

The inner circumference pretty much takes care of itself..
