my 87 savage is sitting on a stand right now as im fixing it up, and i noticed the steering feels a little notchy. is this a common thing or should i invest in a new bearing for it?

If the headset has been overtightened it can notch the bearing races or squish the bearings and it will be notchy.  You can loosen it to see if it is ok, but sometimes It will warrant a new set of bearings.

so is it safe to say loosen it about 1/4 of a turn and see how it is and if its still notchy just go with new bearings?

when I got the '88, the grease was old and like you say knotchy.
drop the forks, clean out the bearings and repack them for a world of difference.
