I'd like to relocate the rear brake light.

Does anyone know of an afforadable, all-in-one brake light and turnsignal I can mount about the license plate holder?

It kind of depends on your definition of affordable. I'm thinking of putting this on mine for safety. $144.95 but cheap enough if they keep you out of even 1 accident. There's also a $20 discount if you have taken a rider safety course in the past two years or within 60 days after you order.

Depends on what you call cheap and why do you need all in one when 3 or 4 lights in close proximity will do?

3 large round or oval trailer lights will do for the actual lights and maybe a license plate bolt or two for that light.

How and where you mount is up to you. 8-)
