My first one had an '86 engine in it with about that mileage. I did the tensioner, a starter gear modification, carb cleaning/jets and a tune up and it ran great.  Cost me about 200.00 in used parts and misc. If you have access to used parts and can do your own work, I'd say yeah. If not, you'll be up to 1,500.00 before you know it and you can get a later model low mile bike for about that most places.

Be aware of that "starter gear mod" he mentioned.
Tires aint cheap, its gonna need a battery

If it runs, tell him to start it for you.
Will it even turn over ?
Is the starter gear set still good or is it damaged ?
Why it was parked in the first place ?

If he does not have a battery to hook up to it for a startup try, I would carry one there with me to hook up to it.  You need to know if the engine will turn over and is not seized, and about the starter gears.  That will certainly affect whether you want to buy it at all or at what price.
